[TOS] textbook: oss-watch content and licensing

Calling all authors.

Ross Gardler has demonstrated his readiness to put all of the content at 
oss-watch (a considerable amount) at our disposal.  But before we start 
incorporating that content, we have a question to answer:

What licensing are we likely to choose for this text?

I propose that we go cc-by-sa (attribution + sharealike), and avoid the nc 
(noncommercial) clause.  I would rather achieve maximum penetration with 
this text, and if that means arguably sacrificing some revenue that nc 
clauses might (allegedly) protect, that's fine with me.
