[TOS] TOS for universities or general use?

+1 ... we keep focused on the clear goals we (seem to) have consensus
around, while making it clear others are welcome to join and adapt.

I particularly like any ideas that federate content.  There are
clearly a tonne of resources at both the K-12 and ugrad/grad level,
plenty of work to be done without reinventing wheels.
