[TOS] Infrastructure status updates: ticket tracker, Planet?

Mel, no idea on the Planet -- you'll likely need to ask ctyler or
ianweller.  The tickets site is up and running; probably best if you
and whoever else is interested do some testing on it before inviting
others to use it though.
