[TOS] POSSE Basics host bid: Raleigh, summer 2011

I should eat my own dogfood, so here's a first attempt at actually using 
http://teachingopensource.org/index.php/POSSE_bid_process to iterate 
through a bid.

We're missing big chunks - in particular, half the vital "People" 
section - but the outline is there. Ryan and Sebastian, I did my best to 
embarrass you guys. ;)

Comments welcome but not vital at this point, I'd say - I know what's 
missing and can do at least another iteration before I get stuck and 
really need feedback.
