[TOS] Project update: Teaching Get Involved

Goal:

To help Open Source projects lure humans into getting involved [and  
continue working] with their project. So essentially this means  
creating a "Get Involved" framework for projects to use. Also, methods  
for project self-evaluation will be provided.

Status:

Planning, research and some wiki content. Somewhat stalled.

Progress:

I've started evaluating a few projects that seemingly do it right  
(like Ubuntu and Fedora) and am searching for others. I'm also  
evaluating "Choosing a project" that teaching FOSS resources usually  
discuss.

Plan:

   - Determine the elements that make up "Get Involved"
   - Create a "Get Involved" outline
   - Fill out the outline
   - Apply this work to creating "Get Involved" for the PHP project

All contributors, advice, ideas and encouragement welcome.
