[TOS] TOS financial update: Mel has a backlog

Phew. I've been quiet on this list too long. The last few months of 
incessant travel (which I just returned from this week) have left me 
behind on things like "keeping up with the mailing list" and "anything 
related to finance," so I'm personally bottlenecking a number of folks 
on this list on things, for which I apologize.

Folks waiting on travel grant reimbursements - I'm behind on finance 
stuff, for which I apologize - I shouldn't have left anyone in this 
situation, and if you're *urgently* blocking on reimbursement from me, 
let me know right away. If you can wait another week, wait another week, 
and if you're still waiting on me for something by next Tuesday (12/14), 
then start yelling. :) If you're waiting on me for some TOS financial 
processing, you should get an email from me sometime this week. If you 
don't get a notification by Friday, I don't have you on my list.

I'm hoping to catch up on this backlog by the end of Friday, December 
17, although I'm not promising anything yet since I'm only 90% sure that 
my list o' backlog-to-clear is complete (I *think* it is, but I'd like 
to make sure before promising.) Will keep you updated as I figure out 
how much of a backlog I have to clear.
