[TOS] POSSE bid process - draft (yep, another one)

Thanks for the comments on the education strategy, everyone! I'm 
digesting and incorporating patches, pondering a better way to structure 
& express it, wishing our MediaWiki had an embedded spreadsheet 
instance, and pondering next steps in general (right now, next steps == 
getting TOS swag produced for SIGCSE before next Friday's Fiscal Year 
2010 expense-filing cutoff).

Along the same lines, many of us have talked about having a POSSE 
hosting bid process for a long time, but nobody's ever written it. So I 
took a stab. The important part is the

which I think is... halfway there, but not quite solid.

http://teachingopensource.org/index.php/POSSE_bid_process has the whole 
shebang. Again, not official/live, this is a preview/draft/strawman to 
criticize.

After writing all this I still feel somewhat vague about what a location 
bid includes, so what I'm going to do next is write up an *actual* 
location bid for a local POSSE here in Raleigh as an example to see how 
it works.
