[TOS] Ian Weller is working on TOS infrastructure this summer

Just so folks know: Ian Weller starts as a full-time summer intern for 
Red Hat in a few hours, and one of his responsibilities is to work on 
TOS infrastructure. Everything he's doing will be tracked in the TOS 
ticket tracker's infrastructure component.

If it's not on here, it's not going to be in Ian's queue. (And if it's 
filed, it means he'll *consider* it when he does weekly priority scans 
on what to work on for that week -- there's far more work to do than can 
humanly be done!)

A few of the current tickets:

* TOS Planet is down
* Set permissions on this ticket tracker so new users have appropriate 
privs by default
* Edit TOS mailing list info text to refer to FLOSS as well as OSS
* Nobody new can subscribe to the TOS mailing list

I'm pretty sure Ian will welcome any help he can get. :)
