[TOS] Student survey on FOSS

Survey  was indeed created with the intention of getting feedback on FOSS
(Free/open source tools), as you described. I agree there may be some
ambiguity in the language. At this point, we are not changing the language
in the survey, please respond to it based on FOSS criteria as you described.
