[TOS] HFOSS Workshop at Red Hat in November

Hello Aju,

The restriction on location is based on the funding for the workshop. This
particular instance of the workshop is funded by the U.S. National Science
Foundation. They only allow funding for instructors at U.S. institutions.
We are hoping future workshops may be funded by Google or other companies
which would allow us to expand the locations of participants.
